No detailed plans for this building exist from the time of the competition in 1958. The complex consists of two-to-three storey wings rendered white, and forms the western terminus of Aalto's plan for the centre of Seinäjoki. It contains various government offices, including the Ilmajoki district court with a sober courtroom, police offices, a tax office, and a number of staff apartments. The drawings date from 1964-68.
