When Czar Nicholas I visited Helsinki in June 1833, Count Rehbinder told the ruler of Engel's sketches for the intended library building. The czar wished to see drawings at once, but Engel could not satisfy his curiosity, as they had not yet been finished and drafted. The drawings were finished by October and Rehbinder took them with him to St. Petersburg to present them to the czar. The project included plans, sections and three alternatives for the facades.
Engel had to wait over two years for the drawings to be approved, as Rehbinder did not wish to present the matter before necessary funds had been acquired for building. On the 8th of June 1836 at Tsarskoye Selo. Rehbinder presented Engel's project to the czar, who approved them and selected for the facade the alternative least liked by Engel himself — "unglücklicherweise wählte Sr Majestätdiejenige, die ich wenigsten gewählt zu sehen wünschte" (letter to Jacobi, September 5, 1839). The building project was now ready to begin as funding had been secured.
